You will be able to gather the bits of the portal flowing from where Alex is managed to stick in the game once you first go to Steven's location, and you need to get there to be able to collect them.

First, you will need to gather ten parts of obsidian in Candy Jumping, and then you will employ those pieces to construct the Alexis gateway. It will require some time and effort on your part.
